Maybe you're building up your own defenses. Maybe you're trying to undermine your opponents. Just because they don't have heads doesn't mean that these cards are useless. These cards offer a wide variety of strategies depending on what labours you have, and what labours you think your opponent has. If nothing else a straight neck piece played in the right spot could slow your opponent down, or maybe even offer you a chance to take a lot of heads all at once later in the game.
